A seasoned litigator, Jonathan counsels businesses, nonprofits, candidates, and voters, leading state and federal cases from pretrial discovery and motions practice through appeal.
Jonathan Hawley specializes in public law, advising on complex cases at the intersection of business, government, and the federal and state constitutions. His clients have included parties on all sides of these disputes, including both government agencies and those litigating against them. Jonathan’s experience lends itself to fast-moving, high-stakes cases, developing skills honed by representing candidates and voters in significant electoral and redistricting disputes.
Jonathan has litigated complex commercial cases in Washington, California, and Texas. Notable matters include defending major retailers in class actions, representing healthcare plaintiffs in state and federal courts, and litigating on behalf of technology companies in emerging fields. He has also represented parties in administrative proceedings and government-procurement protests.
Jonathan has been involved in high-profile election cases, working to expand and safeguard voting rights across the nation. Most recently, he defended voters’ right to referendum before the Missouri Supreme Court. Jonathan also represented the Harris for President campaign and Democratic National Committee in 2024 election litigation and successfully defended President Joe Biden in a federal defamation lawsuit.
In the aftermath of the 2020 election, Jonathan represented Nevada’s Democratic presidential electors to defend President-elect Biden’s victory and secured dismissal of a challenge brought under the Federal Contested Elections Act in the U.S. House of Representatives. During the last redistricting cycle, Jonathan litigated successful Voting Rights Act claims in Georgia and Louisiana, advised on the judicial redistricting process in Minnesota, and secured the constitutional redrawing of New York’s congressional map. He also served on the trial team that successfully defended Oregon’s congressional plan and argued the justiciability of partisan-gerrymandering claims before the New Hampshire Supreme Court.
Jonathan also maintains an active pro bono practice, focusing on high-impact cases affecting public interest. He is currently leading the Perkins Coie team challenging the Trump Administration’s executive order suspending refugee admissions to the United States. He also secured summary judgment in a lawsuit that struck down Montana’s ban on gender-affirming care for minors. Jonathan has also filed amicus briefs on behalf of pro bono clients in the U.S. Supreme Court and the U.S. Court of Appeals for the Ninth Circuit.
