Strategic addition of Chambers-ranked group bolsters capabilities for clients conducting business with government agencies.

WASHINGTON, D.C., and SEATTLE (June 2, 2022)—Perkins Coie announced today the addition of a five-attorney government contracts group led by partner Kelley Doran to its Washington, D.C., office as a strategic move that significantly expands the firm’s Government Contracts practice. The addition of the Chambers-ranked group further bolsters the practice’s capabilities for clients conducting business with a range of government agencies.

The group has significant experience representing federal contractors in bid protests, federal procurement fraud investigations, complex litigation, and regulatory compliance matters, and has worked with some of the nation’s largest federal contractors across a variety of business sectors.

“The addition of this experienced and respected five-attorney team marks a significant investment in our national Government Contracts practice and positions us to serve an even broader range of clients,” said Seth Locke, co-chair of Perkins Coie’s Government Contracts practice. “The group’s capabilities—from handling bid protests and federal investigations to negotiating deals and litigation and regulatory matters—will benefit our clients in Washington, D.C., and nationally and we’re delighted to welcome them to our practice.”

The group brings extensive contracting and regulatory litigation experience. Partner Kelley Doran is leading practitioners in the world of government contracting. Joined by senior counsel Greg Vogel and associates Suzanne Boehm and Miles McCann.

Kelley has counseled clients on government contracts, negotiations, and litigation for more than 25 years. In addition to extensive experience working with federal contractors in the information technology, cybersecurity, homeland security, defense, and aerospace industries, he also has significant depth in biodefense and life sciences. Kelley has been involved in several large Project BioShield procurements, such as programs for anthrax, botulism, smallpox, Ebola, and influenza as well as Operation Warp Speed.

Gary has more than 20 years of experience representing federal contractors in bid protests, internal investigations, government audits and investigations, federal subcontract disputes, ethics and compliance issues, and mergers and acquisitions. His previous experience as an in-house counsel at a Fortune 100 aerospace and defense company positions him well to offer knowledgeable, practical advice to both large and small clients on their most sensitive matters within the defense and intelligence community industries.

“This accomplished team has a strong reputation in the Beltway and beyond and represents a meaningful addition to our firm and office” said Perkins Coie’s Washington, D.C., office. “We extend a warm welcome to Kelley, Gary, Greg, Suzanne, and Miles in joining our D.C. team, and its leading corporate, litigation, and regulatory presence in the nation’s capital.”

The five-attorney group joins Perkins Coie from Womble Bond Dickinson.

Perkins Coie’s nationally recognized Government Contracts practice navigates complex federal procurement law issues such as bid protests and federal investigations. They also negotiate and protect profitable contracts and resolve contract disputes through litigation and alternative dispute resolution. Some members of the group previously worked for federal agencies and large contractors, while several others hold top-secret clearances. Chambers USA recognizes a number of the group’s attorneys individually as part of “a deep bench of experts” with the ability “to get the right knowledge to tackle any problem almost immediately.”
