Suzanne B. Boehm

Suzanne B. Boehm advises clients in the defense and aerospace, information technology, and life sciences industries in investigations, negotiations, regulatory compliance matters, and disputes involving U.S. government contracts.

As former agency counsel for the U.S. Department of Defense (DOD), Suzanne utilizes her multidimensional understanding of the government process to guide clients through high-stakes investigations involving alleged violations of the Procurement Integrity Act (PIA), False Claims Act (FCA), bribery and illegal gratuities laws, and suspected fraud concerning government contracts. She helps clients navigate the reporting requirements of the Mandatory Disclosure Rule and advises on suspension and debarment mitigation and avoidance tactics. Suzanne has experience handling civil and criminal investigations involving the U.S. Department of Justice (DOJ), Defense Contract Audit Agency (DCAA), and multiple offices of inspector general.

In addition, Suzanne provides strategic support to clients during negotiations and disputes involving contracts and agreements subject to the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). She also provides guidance to clients pursuing and performing nontraditional agreements involving government funds, including research and prototype other transactions (OTs) and cooperative research and development agreements (CRADAs), and the unique opportunities and risks associated with such projects. Suzanne works closely with clients to design, develop, and implement tailored compliance and ethics programs based on contract-specific and other governing requirements. She also assists clients with traditional risk management and compliance issues, including subcontractor flow-down requirements, and provides advice on evolving matters such as mandatory cybersecurity safeguards.

Suzanne previously served as assistant counsel for the Defense Logistics Agency Energy (DLA Energy), where she handled the cradle-to-grave legal review of a large portfolio of energy acquisitions, including fuel purchase agreements (FPAs), energy savings performance contracts (ESPCs), utility energy service contracts (UESCs), and aerospace energy, natural gas, liquefied natural gas, and coal procurements. Suzanne was a certified ethics counselor and assistant fraud advisor for DLA Energy. She recommended suspension and debarment actions, supported DOJ and the Defense Criminal Investigative Service (DCIS) in ongoing investigations, and advised DOD officials on potential conflicts of interest, PIA violations, and post-government employment restrictions.

Suzanne has experience handling matters at the Government Accountability Office (GAO), Armed Services Board of Contract Appeals (ASBCA), and U.S. Court of Federal Claims (COFC).

Suzanne received her J.D. from The University of Texas School of Law, where she was a staff member of the Texas Journal on Civil Liberties & Civil Rights.
