Rachel is an associate in Perkins Coie's Technology Transactions & Privacy practice in the firm's Seattle office.

Rachel Merritt’s practice encompasses transactional and product counseling matters, with experience in B2B supplier contracts and commercial procurement frameworks. She structures and negotiates a wide range of agreements—including research collaborations, new technology pilots, supply chain relationships, and licenses. Her support of M&A includes drafting merger agreements and performing transactional and IP diligence reviews. Rachel has served a variety of clients—from sole proprietors to Fortune 500 companies—across industries such as information security, custom silicon and semiconductors, data center equipment, scientific research, medical devices, gaming, entertainment, and software. She also counsels clients on IP rights, data licensing, and AI.

Rachel has an active pro bono practice that includes representing veterans through the National Veterans Legal Services Program and assisting with transactional matters that help advance the arts.

While attending Florida State University College of Law, Rachel served as the treasurer of the of the Black Law Students Association and was a member of the Business Law Clinic. She was also a summer associate at the firm in 2021 and 2022.

Prior to law school, Rachel was employed by a reputable, global manufacturing corporation, where she advised on cybersecurity and data privacy best practices.
