A recognized leader with decades of experience in international trade law and a focus on Asia, Michael helps clients tackle global commerce challenges.

Michael House counsels clients in all aspects of international trade, customs, and export controls laws, including government investigations and high-stakes litigation before the federal courts. He has decades of experience in trade remedy investigations under U.S. antidumping, countervailing duty, and safeguard laws, as well as export controls compliance and federal regulation of imports under U.S. customs laws. Michael also advises clients on U.S. international trade policy, including domestic tariff legislation, free-trade agreements, trade negotiations, and investigations of market access and import competition.

With broad knowledge of global trade issues, Michael partners with clients in a range of industries, including semiconductors, steel, consumer electronics, machinery, paper, chemicals, and textiles, involving countries such as China, Korea, Japan, Malaysia, Ecuador, Canada, Mexico, Spain, Italy, Germany, United Kingdom, Russia, and the Philippines. Michael formerly served as managing partner of the firm’s Beijing office.

Michael regularly advocates for clients in matters before the U.S. Department of Commerce, U.S. International Trade Commission, U.S. Trade Representative, U.S. Department of State, and other federal and local agencies. He has served as the lead litigation counsel in cases brought before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, and the Supreme Court of the United States. He also represents clients in disputes before the World Trade Organization. Michael is regularly ranked as a leading professional in his field by Chambers Guides, Best Lawyers, and other respected legal publications.
