Julia M. Fox

Julia focuses her commercial litigation practice on government contracts counseling and litigation.

Julia Fox has broad experience working with clients in all phases of federal, state, and local government contracting, including proposal preparation, contract negotiation, contract administration and acquisition regulation compliance. Julia also counsels and represents clients in all aspects of complex dispute resolution, including contract disputes and claim prosecution and defense, including claims related to the Contract Disputes Act (CDA), the False Claims Act (FCA) and contract termination procedures. She regularly represents companies pursing and defending bid protests in state and federal forums, including at the agency level and before the Government Accountability Office (GAO), the U.S. Court of Federal Claims (USCFC), and the U.S. Court of Appeals for the Federal Circuit. Additionally, Julia has litigation experience in federal and state courts and before the Armed Services Board of Contract Appeals (ASBCA) and has successfully represented clients at oral argument on dispositive motions.

Julia also counsels government contractors in connection with federal, state, and local procurement regulations and has extensive experience navigating issues surrounding commercial item contracting and GSA Multiple Award Schedule contracting. In addition, she advises companies in mergers and acquisitions, helping clients navigate the complicated issues that arise during transactions involving government contractors.

Maintaining an active pro bono practice, Julia regularly volunteers with the DC Volunteer Lawyers Project, providing counseling and in-court representation to survivors of domestic violence. She also works with the National Veterans Legal Services Program to assist veterans in submitting claims for combat-related special compensation and she recently represented an asylum applicant before the Board of Immigration Appeals.

While attending American University Washington College of Law, Julia interned for the Hon. Michael K. O'Keefe of the Superior Court of the District of Columbia and the Hon. Rosemary M. Collyer of the U.S. District Court for the District of Columbia.
