With more than 10 years of experience providing counsel to federal agencies in government contracting and procurement law, Jessica Lockhart now brings her deep knowledge to private practice. She has a strong background in Federal Acquisition Regulation (FAR)-based procurements, administrative law, agency supplemental regulations, and pricing and cost-type contracting. While at the General Services Administration (GSA), Jessica served as a trusted adviser to the agency’s senior leadership, where she played a key role in shaping procurement strategy and regulatory compliance.
Having represented the GSA in protests and claims before the U.S. Government Accountability Office and the Civilian Board of Contract Appeals, Jessica brings extensive knowledge and legal support to complex acquisitions and contracts worth billions of dollars. Known for translating complicated rules into business-savvy guidance, Jessica’s experience spans the entire acquisitions lifecycle, from proposals and contract negotiations to risk management and compliance.
Prior to Perkins Coie, Jessica provided legal review and support for assisted acquisitions conducted on behalf of the U.S. Department of Defense and civilian agencies and served as lead counsel for the largest government charge card and commercial payment solutions program in the world. She also advised the Professional Services and Human Capital division of the Federal Acquisition Service, including the Multiple Award Schedules.
