Gabrielle Gurian

Gabby is a dynamic and thoughtful lawyer helping clients navigate complex statutory and regulatory schemes to support all stages of project and land development.

Gabrielle (Gabby) Gurian assists both businesses and public entities in all aspects of land use and real estate project development. Gabby has experience with preacquisition diligence, setting and implementing entitlement and zoning strategies, navigating complex regulatory and permitting matters, complying with environmental and land use laws and processes, and drafting and negotiating key agreements necessary to implement business objectives. Gabby also focuses on the development and purchase and sale of agricultural properties, and advises on water resources regulatory compliance, and water rights transactions.

With a strong background in civil litigation and environmental compliance matters, Gabby represents clients in government enforcement actions, as well as lawsuits challenging permits and regulatory developments. She handles matters under the federal and state Clean Water Act (CWA), the National Environmental Policy Act, the Washington State Environmental Policy Act (SEPA), the Model Toxics Control Act (MTCA), the Shoreline Management Act (SMA), and the Growth Management Act (GMA), as well as other state and local land use regulations.

Gabby also maintains an active energy law practice helping clients with project development, permitting, and diligence for a wide variety of energy projects, including wind, solar, and hydrogen.

Prior to joining the firm, Gabby was an assistant attorney general in the Ecology Division of the Washington State Attorney General's Office. In that role, she represented the Washington State Department of Ecology in appeals arising under state and federal law, including the CWA, the Clean Air Act, the SMA, the GMA, and other environmental and land use regulations. She represented the agency through Federal Energy Regulatory Commission (FERC) licensing proceedings and associated environmental reviews under SEPA. She also negotiated and drafted agreed orders and consent decrees for the development and cleanup of properties contaminated with hazardous substances under the MTCA.

In her active pro bono practice, Gabby represents clients seeking legal status under federal immigration laws.
