Andrew helps clients successfully complete major construction projects and resolve complex disputes throughout the United States and internationally.
Andrew Greene is chair of Perkins Coie's nationally recognized Construction Law practice (ranked Tier 1 nationally for Construction Law in U.S. News "Best Lawyers and Law Firms" and Band 1 in Washington by Chambers USA). As part of his practice, Andrew assists public and private clients with their construction- and development-related legal needs, leading complex transactions and disputes. Andrew has previously been recognized as the "Construction Law Lawyer of the Year" for Washington by The Best Lawyers in America.
Andrew drafts and negotiates construction, design, management, and procurement agreements of all sizes, from under $1,000,000 to more than $500 million. He has significant experience with all major project delivery methods, including design-build, engineer-procure-construct (EPC), construction manager at risk (CMAR), general contractor/construction manager (GC/CM), and integrated project delivery, among others. He has worked on projects throughout North and South America, as well as in Europe, the Middle East, Africa, India, and Southeast Asia, with matters ranging from tidal energy in the Admiralty Inlet to road construction in South Sudan.
Andrew also helps clients resolve construction- and development-related disputes. During his career, he has spent several months in trial, trying cases in state and federal court and in arbitration, and has successfully resolved multiple disputes with claimed damages exceeding $100 million.
Andrew's clients include energy producers, universities, school districts, airports, maritime ports, hospitals, professional sports teams, major corporations, private developers, and luxury homebuilders and owners. His project experience has included office buildings (including several corporate headquarters), mixed-use, retail, manufacturing (including "clean rooms"), agricultural, water and wastewater, medical, schools, residential (including luxury homes and student housing), parks, hotels, transportation (roads, light rail, and tunnel), and energy (nuclear, natural gas, solar, wind and tidal). Andrew also regularly counsels clients on construction, procurement (including bid protest), prevailing wage, and public law issues.

State Route 99 Bored Tunnel Dispute

Representing a major equipment manufacturer in contract and insurance coverage litigation arising out of damage to “Bertha,” the 57-foot diameter tunnel boring machine used to bore a 9,270-foot highway tunnel beneath downtown the City of Seattle. The disputes arising out of this multi-billion dollar project, which was recognized by Engineering News-Record as the Pacific Northwest “Project of the Year,” have exceeded $700 million in claims and counterclaims.

Regional Parks Dispute
Represented regional parks district resolve a significant dispute (over $14 million in claims) arising out of the Point Defiance Waterfront project, which was a $60 million joint parks district and United States Environmental Protection Agency project to transform the ASARCO Superfund site into a major waterfront attraction. This project was completed at the same time that Perkins Coie helped the same parks district complete the critically acclaimed Pacific Seas Aquarium at the Point Defiance Zoo and Aquarium, which features a 280,000-gallon tank that stretches 10 feet above visitors’ heads and creates a feeling that visitors are standing in a tunnel of water.
