Both of those proposals could lead the states to sue the federal government and to lawsuits between states and water users, said Thomas Jensen, a partner at Perkins Coie LLP.
Jensen said river water usage has been a concern for decades, but only recently has it received this degree of attention because changes in precipitation patterns, drought and population growth have put unsustainable pressure on the system.
