Below are brief summaries of the agenda items for the Federal Energy Regulatory Commission's (FERC or the Commission) open meeting to be held on March 19, at 10:00 a.m. ET.
The summaries below are based on publicly available information in the dockets listed on the FERC agenda at the time of publication. For ease of reference, a link to each lead docket on the meeting agenda has been included. The Commission may decide to remove any items from the meeting agenda at any time.

On November 6, 2017, the New England Transmission Owners (NETOs) submitted a request for rehearing of the Commission’s October 6, 2017, Order Rejecting Compliance Filing in Docket Nos. ER15-414 and EL11-66. The NETOs submit that the Commission erred in concluding that the decision of the U.S. Court of Appeals for the District of Columbia Circuit in Emera Maine v. FERC, vacating the Commission’s Opinion Nos. 531, 531-A, and 531-B, did not restore their transmission rates under ISO New England Inc.’s (ISO-NE) open access transmission tariff (OATT) to the rate in effect prior to Opinion No. 531. In a June 5, 2017 filing, the NETOs noted while they sought to implement the status quo ante rates prospectively, they reserved all of their rights to recover the shortfall in revenues during past periods resulting from the vacated orders, and that they were entitled to statutory refunds established by the Commission in other Section 206 complaints in Docket Nos. EL13-33, EL14-85, and EL16-64.

On December 20, 2024, NERC filed a petition for approval of proposed Reliability Standard CIP-003-11 (Cybersecurity – Security Management Controls). The purpose of Reliability Standard CIP-003 is to specify consistent and sustainable security management controls that establish responsibility and accountability to protect BES Cyber Systems (BCS) against compromise that could lead to mis-operation or instability in the Bulk Electric System (BES). On December 20, 2024, NERC filed a petition for approval proposed Reliability Standard CIP-002-8 – Cybersecurity – BES Cybersecurity Categorization. The proposed reliability standard would advance reliability by revising the “bright-line” criteria for applicable transmission owners and transmission operators to categorize their BES Cyber Systems based on the impact to their associated facilities, systems, and equipment, which, if destroyed, degraded, misused, or otherwise rendered unavailable, would affect the reliable operation of the BES.

On October 19, 2023, the Commission proposed changes to current Electric Quarterly Report (EQR) filing requirements, including both the method of collection and the data being collected; the proposed changes were designed to update the data collection, improve data quality, increase market transparency, decrease costs, over time, of preparing the necessary data for submission, and streamline compliance with any future filing requirements.

On October 27, 2025, RWE Clean Energy, LLC (RWE) filed a complaint against PJM Interconnection, L.L.C. (PJM) concerning PJM’s treatment of RWE’s New Service Request for its Maryland Blue Crab Solar & Storage, LLC project (Project), a greenfield development of a 100 megawatt (MW) solar generation facility and a 25 MW battery storage facility located in Dorchester County, Maryland. RWE claimed PJM’s treatment was unjust and unreasonable and had resulted in RWE’s withdrawal under duress of its Project from PJM’s generator interconnection queue. PJM submitted its response on November 17, 2025.

On June 30, 2023, Macquarie Energy LLC, Macquarie Energy Trading LLC, Wheelabrator Baltimore, L.P., Wheelabrator Bridgeport, L.P., Wheelabrator Concord Company, L.P., Wheelabrator Falls Inc, Wheelabrator Millbury Inc., Wheelabrator North Andover Inc., Wheelabrator Portsmouth Inc., Wheelabrator Saugus Inc., and Wheelabrator Westchester, L.P. (collectively, the Macquarie Sellers), together with Cleco Cajun LLC (collectively with the Macquarie Sellers, Sellers), submitted a triennial market power analysis. On December 16, 2025, the Commission issued a request for additional information required to process the filing; Sellers submitted their joint response on January 15, 2026.

On September 26, 2025, Hill Top Energy Center, LLC and Hill Top Energy LLC (collectively, Hill Top) filed a joint application requesting prior authorization for the indirect disposition of jurisdictional facilities whereby Hill Top Energy LLC would acquire from HTEC Equity Holdings, LLC all the nonpassive membership interests of HTEC Project Holdings, LLC, the direct owner of Hill Top Energy Center. As a result of the transaction, Hill Top Energy Center would become an indirect subsidiary of Hill Top Energy LLC.

On October 20, 2025, the above-listed entities (the Applicants) submitted an application under Section 203 of the Federal Power Act (FPA) to request authorization of certain proposed transactions pursuant to which (1) Cardinal Purchaser LLC will indirectly acquire all of the nonpassive indirect ownership interests in Shoreham Solar Commons LLC and all of the issued and outstanding ownership interests in Conetoe II Solar, LLC; and (2) Cardinal JV Purchaser LLC, Fengate Cardinal Blocker LLC, and Fengate Yield (VCOC) UBTI Blocker LLC will indirectly acquire all of the issued and outstanding ownership interests in each of Pumpjack Solar I, LLC, Rio Bravo Solar I, LLC, Rio Bravo Solar II, LLC, Seville Solar One LLC, Seville Solar Two, LLC, Wildwood Solar I, LLC, and Wildwood Solar II, LLC as well as 49% of the issued and outstanding ownership interests in Tallbear Seville LLC.

On October 22, 2024, Southwest Power Pool, Inc. (SPP) submitted an application under Section 205 of the FPA with revisions to SPP’s OATT to add the definition of “System Support Resource” and to include a compensation mechanism to incentivize continued operation of resources for which studied retirements have identified network upgrade(s) that are necessary to address reliability impacts to the transmission system and are unable to be completed prior to the projected retirement date.

On October 7, 2020, Mercuria Energy America, LLC (Mercuria) filed its justification for spot market sales that exceeded the Western Electricity Coordinating Council (WECC) soft price cap of $1,000/MWh during the summer months of 2020. On April 22, 2022, the Commission issued an order finding that Mercuria had justified certain spot market sales above the WECC soft price cap but had not justified the amounts charged above the relevant index price. On September 22, 2022, after both Southern California Edison Company and Mercuria sought rehearing of the order, FERC issued an order addressing arguments raised on rehearing and rejected the request for rehearing.

On October 7, 2020, Tucson Electric Power (Tucson) filed its justification for spot market sales that exceeded the WECC soft price cap of $1,000/MWh during the summer months of 2020. On April 22, 2022, the Commission issued an order finding that Tucson had justified certain spot market sales above the WECC soft price cap but had not justified the amounts charged above the relevant Intercontinental Exchange (ICE) index price. The California Public Utilities Commission sought rehearing of the order. On October 5, 2022, FERC issued an order modifying the discussion in its order but reached the same conclusions. |

On October 7, 2020, as supplemented on July 19, 2021, El Paso Electric Company (EPE) filed its justification for spot market sales that exceeded the WECC soft price cap of $1,000/MWh during the summer months of 2020. On June 16, 2022, FERC issued an order finding that EPE had justified certain spot market sales above the soft price cap but had not justified the amounts charged above the relevant ICE index price. Several parties sought rehearing of the order, and on November 17, 2022, FERC issued an order modifying its discussion of the matter but reaching the same conclusions.

On January 5, 2026, Southern Indiana Gas and Electric Company (SIGE) filed a complaint against the Midcontinent Independent System Operator, Inc. (MISO) seeking a cost recovery mechanism for the cost associated with continuing to operate SIGE’s Culley Unit 2, a coal-fired plant that had been scheduled to shut down but was directed by the Secretary of Energy to remain in operation pursuant to Section 202c of the Federal Power Act.

On December 29, 2025, Northern Indiana Public Service Company LLC (NIPSCO) filed a complaint against MISO seeking a cost recovery mechanism for the cost associated with continuing to operate NIPSCO’s R.M. Schahfer Generating Station Units 17 and 18, coal-fired generating facilities that had been scheduled to shut down but were directed by the Secretary of Energy to remain in operation pursuant to Section 202c of the Federal Power Act.

On October 7, 2020, bp Energy Company (BP Energy) and Mesquite Power, LLC (Mesquite) submitted justifications for spot sales in the WECC region exceeding the “soft cap” of $1,000/MWh during the summer of 2020. On April 22, 2022, the Commission issued an order on the justification concluding that Mesquite and BP Energy were justified in making the summer 2020 spot market sales at the relevant average index price but were not justified in the premiums added to the index price and directed Mesquite and BP Energy to refund the premiums.

| E - 17 | Qualifying Facility Rates and Requirements Implementation Issues Under the Public Utility Regulatory Policies Act of 1978
On July 16, 2020, the Commission issued Order No. 872, approving revisions to its regulations implementing sections 201 and 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA). On September 5, 2023, the U.S. Court of Appeals for the Ninth Circuit remanded Order No. 872, without vacatur, based on its finding that, pursuant to the National Environmental Policy Act (NEPA), the Commission must prepare an environmental assessment (EA) analyzing the potential impacts of the rule on climate change and air quality. On September 16, 2025, the Commission published the EA. The comment period closed on October 16, 2025.

On August 25, 2025, the MISO submitted a filing in compliance with FERC’s Order Nos. 2023 and 2023-A, following its first filing on May 16, 2024. The tariff revisions propose to address certain of the directives in FERC’s June 2025 Order regarding MISO's compliance with the requirements of Order Nos. 2023 and 2023-A.

| G - 1 | RP25-740-001 | Baltimore Gas and Electric Company and Washington Gas Light Company v. Columbia Gas Transmission, LLC
On July 25, 2023, Columbia Gas Transmission, LLC (Columbia) experienced a rupture on its pipeline. In response to this rupture, Columbia issued a notice declaring a force majeure event and indicating that nominations would be reduced until further notice. On March 25, 2025, Washington Gas Light Company (WGL) and Baltimore Gas and Electric Company (BGE) filed a complaint against Columbia alleging that Columbia improperly held the force majeure in place for several months and abandoned its firm service obligations.
On October 16, 2025, the Commission issued an order finding that Columbia misapplied the Commission's force majeure policy and ordered Columbia to submit a compliance filing that recalculates reservation charge credits owed to WGL and BGE. Columbia submitted its compliance filing on December 4, 2025, and WGL and BGE protested the filing. On November 17, 2025, Columbia submitted a request for rehearing of FERC’s October 16, 2025 order.

On February 28, 2022, Appalachian Power Company (Appalachian) filed a Final License Application pursuant to the Commission’s Integrated Licensing Process for the operation of a 30.1-MW, two-development Byllesby-Buck Hydroelectric Project (Project No. 2514), located on the upper New River in Carroll County, Virginia.

On December 31, 2021, the Central Nebraska Public Power and Irrigation District (Central) filed an application with the Commission for a noncapacity amendment to the project boundary of its license for the Kingsley Dam Project (Project No. 1417).

On September 29, 2025, South Texas Environmental Justice Network, Vecinos para el Bien Estar de la Comunidad Costera, Sierra Club, and the City of Port Isabel (Intervenors), jointly submitted a request for rehearing (Request) of the Commission’s August 29, 2025, Order on Remand reaffirming that the Rio Grande LNG Terminal is not inconsistent with the public interest under Section 3 of the Natural Gas Act (NGA), and the Rio Bravo Pipeline Project is required by the public convenience and necessity under Section 7 of the NGA, following remand from the U.S. District Court of Appeals for the D.C. Circuit. Intervenors’ Request was denied by operation of law on October 23, 2025. On December 15, 2025, Intervenors filed a petition for review with the Court of Appeals for the D.C. Circuit.

On March 31, 2025, Golden Triangle Storage, LLC filed with the Commission an Abbreviated Application for Certificate of Public Convenience and Necessity, Reaffirmation of Market-Based Rate Authority, and Related Authorizations pursuant to Section 7(c) of the NGA and 18 C.F.R. Part 157.

On February 28, 2025, Rockies Express Pipeline LLC (Rockies Express) filed an abandonment application requesting a certificate of public convenience and necessity authorizing REX to construct, own, operate, and maintain the Decatur Lateral Project (Project). The Project would provide about 194,400 dekatherms per day of natural gas service to industrial clients in Decatur, Illinois. The Commission published the EA for the Project on December 12, 2025.

On August 1, 2025, Palo Duro Transmission L.P. (Palo Duro) and Palo Duro Pipelines, L.P. (PD Gathering) filed a joint application requesting approval of: (1) approval of a lease agreement for Palo Duro to lease capacity on a portion of PD Gathering’s system; (2) a certificate of public convenience and necessity for operation and maintenance of the leased (and other) capacity; (3) a blanket certificate for Palu Duro to provide open access interstate transportation services, (4) Palo Duro’s pro forma FERC Gas Tariff; (5) a blanket certificate for Palo Duro to construct, operate, and/or abandon certain eligible facilities and related services; and (6) a limited jurisdiction certificate for PD Gathering to provide service to Palo Duro under the lease agreement and to operate and maintain the related facilities. The Commission determined the application qualifies for categorical exclusion from environmental review on August 20, 2025. Palo Duro and PD Gathering filed an amendment to its application on December 25, 2025, and the Commission confirmed on January 16, 2026 that no additional environmental review was necessary.

Mountain West Overthrust Pipeline, LLC
On December 10, 2025, Rockies Express Pipeline LLC (Rockies Express) filed an abbreviated application requesting authority to abandon a lease of capacity, Rockies Express on MountainWest Overthrust Pipeline, LLC in Sweetwater County, Wyoming. Rockies Express does not propose to abandon, modify, or install any facilities in conjunction with the application. The Commission determined the application qualifies for categorical exclusion from environmental review on January 14, 2026.

| C - 6 | CP25-497-000 | Northwest Pipeline LLC
On May 21, 2025, Northwest Pipeline LLC (Northwest) submitted an abbreviated application for a certificate of public convenience and necessity authorizing Northwest to construct, own, operate, and maintain its Wild Trail Project (Project). The Project would provide an additional 57,955 dekatherms a day of northbound firm transportation service from the existing Wild Horse Receipt Point to the Kern River Muddy Creek Delivery Point in Daggett County, Utah. The Commission published an EA for the Project on December 15, 2025.
