FERC Meeting Agenda Summaries for June 2026
Below are brief summaries of the agenda items for the Federal Energy Regulatory Commission's (FERC or the Commission) open meeting to be held on June 18, at 10:00 a.m. ET.

On October 23, 2025, the secretary of energy invoked special authority to send FERC a letter urging it to commence a rulemaking proceeding based on a proposed Advanced Notice of Proposed Rulemaking (ANPRM) to reform the process for interconnecting large loads to the transmission grid and to establish a path for co-located generation and load to interconnect on a “hybrid” basis.
The letter asserted that interconnection of large loads directly to the interstate transmission system to access the transmission system and the electricity transmitted over it falls squarely within FERC’s jurisdiction. The proposed ANPRM outlined several principles for FERC to use in standardizing interconnection procedures and agreements for large loads, including rules and standardized study processes to study stand-alone large loads and “hybrid” facilities with co-located load and generation, rules favoring hybrid facilities where load and generation co-located behind the same point of interconnection, and expedited interconnection studies for large loads willing to be curtailed or hybrid facilities willing to be dispatched.

On February 20, 2025, FERC issued an order finding that PJM’s tariff appears to be unjust, unreasonable, unduly discriminatory, or preferential. FERC also instituted a show cause proceeding pursuant to section 206 of the Federal Power Act (FPA) and directed PJM and transmission owners to: (1) show cause as to why PJM’s tariff remains just and reasonable, and not unduly discriminatory or preferential without provisions addressing with sufficient clarity or consistency the rates, terms, and conditions of service that apply to co-location arrangements; or (2) explain what changes to PJM’s tariff would remedy identified concerns if FERC were to determine that PJM’s tariff has in fact become unjust and unreasonable or unduly discriminatory or preferential, and proceeded to establish a replacement tariff.
On December 18, 2025, FERC issued an order finding that PJM’s tariff, operating agreement, and reliability assurance agreement are not just and reasonable because they do not sufficiently address the rates, terms, and conditions of service that apply to generators serving load that co-locates behind the generating facilities’ points of interconnection with the grid.
The order also requires PJM to clarify how the interconnection process for co-located generation and loads will work, to introduce additional interconnection studies will be required for new loads connecting behind existing generators, and revamp its existing BTMG rules to limit their application to smaller retail loads.
On February 23, 2026, PJM filed its initial brief on rates, terms, and conditions for new transmission services. Deadlines for replies to responses to this brief fell on April 24, 2026.

On October 31, 2022, the Public Service Company of New Mexico (PNM) submitted a cost justification filing for wholesale sales in September 2022 that exceeded the $1,000 per megawatt-hour soft price cap in the Western Electricity Coordinating Council region that it alleges were due to a prolonged heatwave. On November 18, 2022, the Southern California Edison Company filed a protest to PNM’s submission.

On October 28, 2022, the El Paso Electric Company (EPE) submitted a soft price cap justification filing for two transactions that exceeded its soft price cap for spot market sales in the Western Electricity Coordination Council region caused by increased power demand due to high temperatures in California. On November 29, 2022, the Southern California Edison Company filed a protest to EPE’s submission.

On October 31, 2022, Townsite Solar, LLC (Townsite) submitted a soft price cap justification filing for certain spot market sales that exceeded the soft price cap, which were made in the Western Electricity Coordination Council region outside the California Independent System Operator Corporation on September 1, September 2, and September 7, 2022. The Southern California Edison Company and the California Public Utilities Commission filed protests to Townsite’s submission on November 18, 2022, and November 21, 2022, respectively.

On April 4, 2025, the Midcontinent Independent System Operator, Inc. (MISO) filed revisions to its Open Access Transmission, Energy and Operating Reserve Markets Tariff (Tariff) to implement reforms to MISO’s Demand Response and Emergency Resource programs. The proposed reforms are intended to improve real-time visibility and the efficient procurement and operation of Load Modifying Resources (LMR), Demand Response Resources (DRR), and other emergency-only Resources. On September 8, 2025, FERC issued a deficiency letter, to which MISO responded on September 26, 2025.

On May 5, 2025, Kinetic Energy Storage LLC (Kinetic) filed an application for a preliminary permit for the proposed Barber Springs Project, a 500 MW closed loop pumped storage project located in Lincoln County, New Mexico.

On February 27, 2026, Transcontinental Gas Pipeline Company, LLC (Transco) requested rehearing of a January 29, 2026, “Order Issuing Certificate and Approving Abandonment” to correct the Commission’s finding that the Southeast Supply Enhancement Project (SSE Project) is eligible for a predetermination of rolled-in rate treatment. Transco argues, in part, that the rolled-in rate treatment does not account for Transco’s zonal rate design, which, because the SSE Project creates capacity on multiple paths, would utilize two different zonal system rates. On April 28, 2026, and May 28, 2026, NGOs and Transco, respectively, each filed a petition for review in the U.S. Court of Appeals for the D.C. Circuit.

On July 24, 2025, Eastern Gas Transmission and Storage, Inc. (EGTS) submitted an abbreviated application requesting a CPCN to construct, operate, and maintain certain facilities that comprise the Appalachian Reliability Project (Project). According to EGTS, the Project would provide EGTS’ customers with an additional 550,000 dekatherms per day of natural gas service to points in Ohio and Pennsylvania. On February 27, 2026, an Environmental Assessment was issued for the Project.

On December 19, 2025, Cheniere Creole Trail Pipeline, L.P. (Creole Trail) filed a “Prior Notice Request” under a blanket authorization to construct, own, operate, and maintain an extension of the existing Gillis Compressor Station suction and discharge headers within Creole Trail’s authorized Gillis Compressor Station site in Louisiana. According to Creole Trail, the proposed project would not result in changes to Creole Trail’s FERC-authorized peak capacity or maximum allowable operating pressure, and an Environmental Assessment Report for the proposed project was issued on April 22, 2026.
