Sam Boro advises fintech companies, banks, merchants, and marketplaces in the development and launch of new payment products and services. He supports clients in negotiating agreements and partnerships, understanding regulatory compliance issues, and designing smooth user interfaces.

Sam provides actionable regulatory guidance under a variety of consumer financial protection frameworks. These include the Consumer Financial Protection Act, Dodd-Frank Act, Federal Trade Commission (FTC) Act, Equal Credit Opportunity Act (ECOA) Regulation B, Regulation E (EFTA), Regulation Z (TILA), the Fair Credit Reporting Act (FCRA), and the Gramm-Leach-Bliley Act (GLBA). Sam also counsels on complex compliance issues under the card network rules and National Automated Clearing House Association (NACHA) rules.

Sam's experience includes negotiating incentive deals with card networks; negotiating co-branded and private-label credit card agreements with card issuers; and advising on money transmission regulatory strategies for gift card programs, payroll products, marketplace solutions, and payment facilitation. He also provides guidance on consumer lending obligations for cutting-edge installment products and negotiates bank agreements to launch debit card products (including crypto-to-fiat services) and payment processing agreements for large retailers. In addition, Sam regularly drafts company policies and consumer-facing agreements, including anti-money laundering policies, terms of service, and cardholder agreements.

Sam's clients operate at the forefront of technologies, such as hyperscale cloud services and artificial intelligence (AI) tools utilized by financial institutions. Sam has also advised on public policy and regulatory requirements for innovations in AI and machine learning, including responding to global regulators' requests for information and helping enterprises develop AI policies for internal and customer use cases.
