Overview

Chad Henry helps clients navigate the complex laws governing political activity and issue advocacy at the federal, state, and local levels. He counsels officeholders, candidates, political action committees, corporations, and other entities on compliance with campaign finance, lobbying, and foreign influence laws. These include the Lobbying Disclosure Act, Foreign Agent Registration Act (FARA), Federal Election Campaign Act, and state and local pay-to-play laws. Chad also advises clients on matters before the Federal Election Commission, U.S. House Committee on Ethics, Office of Congressional Ethics, and the U.S. Department of Justice’s FARA Unit.

As part of his pro bono practice, Chad has represented asylum seekers before the U.S. Immigration Court and served as guardian ad litem for the Superior Court of the District of Columbia in family law matters.

Prior to joining Perkins Coie, Chad served as a regional voter protection director for the Biden-Harris presidential campaign. In this role, he provided legal guidance to campaign and state officials and coordinated with national and state leadership to develop and implement an early voting and Election Day poll observer program.

During law school, Chad interned for the Hon. Gina L. Simms of the U.S. District Court for the District of Maryland and the Hon. Clayton Green Jr. of the Court of Appeals of Maryland. In addition, as a student attorney in the George Washington University Law School Criminal Appeals and Post-Conviction Services Clinic, Chad presented an oral argument before the Maryland Court of Special Appeals, where one of his client’s convictions was vacated.
